A CMS is server software for building and maintaing websites.  Multiple people can manage and provide content for a website by establishing users and groups with access levels.  You interface with a CMS through a web browser, no special software needed. A CMS is a dynamic database driven system that is highly customizable. The design aspects of a CMS are controlled through CSS (cascading style sheets) and a design template.
